Some 1,000 members of the largest coalition of labor unions and workers’ organization called Nagkaisa held a protest rally in Mendiola today to denounce contractualization and outsourcing scheme amid its growing prevalence in thsa are in Mendiola today to express our continuing opposition against the impunity and rampant practice of contractualization and outsourcing work schemes in the country,” said Rene Magtubo, chairman of Partido Manggagawa.
“We also gather here today to express our solidarity with various other labor feberations and workers’ cause-oriented groups in 42 other cities in the world on this Global Day of Action in denouncing the workers’ nemesis also known in private as job contracting, 5-5-5 or “Endo”. In government workers, this is popularly known as job orders,” he added.
It is estimated there are 9 out of ten workers in malls, export processing zones and industrial parks across the country are employed for only five months. The same scheme is imposed by private companies on more than 400,000 work force in call centers and other business process outsourcing companies.
“As we speak, there are about thousands of them about to be laid off following the termination of their individual five month contract or expiration of job orders without any benefits, or bargaining power,” said Alan Tanjusay, advocacy officer of the Associated Labor Unions-TUCP.
“This endless cycle of work flexibilization set in motion by heartless capitalists must be brought to an end. We, members of Nagkaisa, are here today to renew our vow in opposing contractualization or outsourcing—we will never throw in the towel, we will fight it until the end,” he added.
Launched on April, the Nagkaisa is a coalition of 47 major labor centers, federations and workers’ organizations on various modern day anti-labor and anti-worker issues.
Convenors of the NAGKAISA includes AFW, AGLO, AIWA-SENTRO, ALU-TUCP,APL-SENTRO, APSOTEU-TUCP,ATU-TUCP, BMP,CIU,CLASS-TUCP,FCCU-SENTRO,FFW,KAMAGFI, KAMAO-SENTRO, KILUSAN-TUCP, KKKP-TUCP, LIBO-SENTRO, MAKABAYAN, MARINO-SENTRO, NABU-SENTRO, NAFLU, NAMAWU, NCL, NCTU-SENTRO, NUPP-TUCP, NUWHRAIN-SENTRO, PALEA-TUCP, PEUP-SENTRO, PGEA-TUCP, PIGLAS-SENTRO, PILLU-TUCP, PIPSEA-SENTRO, PM, PMA-SENTRO, PSLINK, PTGWO-TUCP, TESDA-ACE, VIMCOMTU-TUCP, WSN-SENTRO.
The group is pushing for the approval of security of tenure bill now pending in the Senate and in the House of Representatives. The bill proposes that a contractual employee can become regular after he/she has rendered six months of duty and become entitled to the privileges of regular employees.

TUCP welcomes DOLE Order for Special Convention to elect officers

In a decision issued by the Bureau of Labor Relations (BLR) of the
Department of Labor and Employment (DOLE), the Aquino government
upheld the Presidency of Atty. Democrito T. Mendoza over the Trade
Union Congress of the Philippines (TUCP). The BLR ruling stemmed over
the disputed leadership of the largest labor center in the Philippines
between its erstwhile longtime leader, Atty. Democrito T. Mendoza and
Mr. Ernesto F. Herrera. The BLR ruled that the parties to the dispute
must revert to the status quo ante whereby the President of the TUCP
is Atty. Democrito T. Mendoza. The DOLE ruling also called for the
holding of a special TUCP Convention to elect new officers.
This affirmation by the Government of the Presidency over TUCP of
Atty. Democrito T. Mendoza is a welcome development and lays to rest
the spurious, self-serving claim of Mr. Ernesto F. Herrera. Eighty
percent (80%) of TUCP affiliates kept faith that the DOLE-BLR decision
would uphold our stand that Atty. Mendoza remains our TUCP President.
Even the National Anti-Poverty Commission (NAPC) Secretary Joel
Rocamora and Technical Education and Skills Development Authority
(TESDA) Director General Joel Villanueva expressed their recognition
of Atty. Democrito T. Mendoza as the TUCP President.
We look forward to the holding of the Special Convention where we
intend to invite observers from the International Labor Organization
(ILO), the Global Union Federations (GUFs) and the International Trade
Union Confederation (ITUC) to witness the election of new TUCP
officers. We have no fear of going through these elections as we know
we have the numbers and we fully intend to overcome a discredited
pretender associated in the public mind with contractualization and
pandering to employers.
Mr. Ernesto F. Herrera should abandon the pretense that he is the TUCP
President or that he should even presume to speak for workers. That is
a cheap masquerade. We believe however there is a technicality that
will prevent Mr. Herrera from even attempting to challenge Atty.
Mendoza for the TUCP Presidency. Mr. Herrera has been expelled from
the Associated Labor Unions – TUCP (ALU-TUCP) leadership for his
disloyalty as he was already representing another federation, the
Alyansa ng Manggagawang Pilipinong Organisado (AMAPO) as its
President. Bureau of Labor Relations records reveal an almost
non-existent membership in AMAPO.
The status quo ante order of the Bureau of Labor Relations is the
first step in ending this inane and irresponsible power grab of Mr.

Social Services (CLASS), Kapisanan ng mga Kawani ng Koreo sa Pilipinas

Pambansang Kilusan ng Paggawa (KILUSAN), Philippine Airlines Employees
Association (PALEA), Philippine Government Employees Association
(PGEA), Philippine Seafarers Union (PSU), Philippine Trade and General
Workers Organization (PTGWO), Philippine Integrated Industries Labor

Philippines - Agriculture
The Philippines is still primarily an agricultural country despite the plan to make it an industrialized economy by 2000. Most citizens still live in rural areas and support themselves through agriculture. The country's agriculture sector is made up of 4 sub-sectors: farming, fisheries, livestock, and forestry (the latter 2 sectors are very small), which together employ 39.8 percent of the labor force and contribute 20 percent of GDP.
The country's main agricultural crops are rice, corn, coconut, sugarcane, bananas, pineapple, coffee, mangoes, tobacco, and abaca (a banana-like plant). Secondary crops include peanut, cassava, camote (a type of rootcrop), garlic, onion, cabbage, eggplant, calamansi (a variety of lemon), rubber, and cotton. The year 1998 was a bad year for agriculture because of adverse weather conditions. Sector output shrank by 8.3 percent, but it posted growth the following year. Yet, hog farming and commercial fishing posted declines in their gross revenues in 1999. The sector is burdened with low productivity for most of its crops.
